John Finke, the National Development Council representative in Seattle who put together non-profit conduits for developments such as King Street Center and the Pacific Place parking garage, is in on the University of Washington's intended lease of Vulcan Inc.'s "blue flame" building.
Documents provided to UW regents last month state that Vulcan's City Investors XII would issue a 35-year ground lease to a new National Development Council non-profit named Washington Biomedical Research Properties-I, or WBRP-I. The rent would start at $4.5 million a year, the documents state.
