Lewis and Clark train scrambles for funding

    ASTORIA, Ore. -- Squeezing $442,000 out of the Oregon Legislature to buy three rail cars for a Lewis and Clark Bicentennial Celebration train service may have been the easy part.

    Now, on a shoestring budget, the Oregon Department of Transportation has less than four months to figure out how to operate the Portland to Astoria run.
